At a public event yesterday Gov. Kasich again reiterated that he is opposed to giving any money from a surplus to local governments. This stands in clear contrast with what House and Senate Republicans wish to see. What does this mean for local governments and why is this still a bad idea?

The estate tax, local governments, and creating your own reality
We have heard a lot of Republicans during the budget process that their simply isn’t enough money to go around and that local governments are going to have to use the tools given to them to cut costs. Shockingly, the same people who tout this line are the same people in favor of cutting funds from being directed toward local governments. How can that be?

Local Government Impacts
As has been noted here and elsewhere, local governments take a tremendous hit in the Kasich budget, by design it appears, as a way of closing a $7.7 billion gap and also in an ideological attempt to starve local governments, pass on the burden of tax increases, and force local consolidation. We pass on two notes as we enter another busy week in the budget process – a new analysis of the impacts to local governments, and a dedicated hearing in the House Finance subcommittee.

Kasich Budget: local governments and schools suffer hidden cuts
While everyone was anticipating large cuts to the State’s Local Government Fund, the Governor’s budget redirects revenue from a variety of taxes, normally distributed to local governments and schools, to the State General Revenue fund (see page B-6 of the Blue Book). None of these cuts were included in the numbers the administration is putting out about its level of funding for local governments.
